Interregional cooperation

Our meanwhile intensive relationship with the City and County of Sibiu started on December the 19th, 1989. A group of volunteers, municipal institutions, churches, companies, care institutions, educational institutions and the regional media elaborated a “help-project” that focused on the city of Sibiu. In order to facilitate and coordinate all actions, foundations were set up both in Deventer and Sibiu. Acitivities in the social and cultural field, as well as in the field of (local) government, education and economy contributed to the development of the region and the city of Sibiu.

The cooperation reached new dimensions and a wider scope when the further enlargement of the European Union with Central and Eastern European countries began. In The Netherlands, the programme “Municipal Collaboration for EU candidates”- conducted by the Union of Dutch Municipalities and funded by the Ministry of Foreign Affairs – was started. It's focus was on the exchange of knowledge and expertise between local authorities in the Netherlands and those in the EU candidate countries. In addition to this, pilot projects were set up and implemented, funded from Deventer.

Programs and activities within the framework of the interregional cooperation were:
  • Sub-program Neighbourhood Management / citizens participation and Local Social Services / Care for Handicapped: elderly care, child protection, social benefits, care for handicapped people, minorities’ issues
  • Sub-program Strengthening Local Economy in the rural area: agro-tourism, sheep breeding, water system, agriculture
  • Sub-program Strengthening Local Administration: improvement political process, strategic thinking and planning, transparency and civic participation
  • Sub-program Culture, Tourism and Education: project Sibiu European Cultural Capital 2007, one-to-one (from institution-to-institution) cooperation, networks, festivals and management
  • Sub-program new structure Interregional cooperation Sibiu (Romania) – the Netherlands: preparing new structure.

In the cooperation between the regions of Deventer, Overbetuwe and the district of Sibiu are mainly involved citizens, civilian organizations, societal institutions, NGO’s and local- and regional governmental institutions. The cooperation is between equal partners: from citizen to citizen, from institution to institution and from government to government, but also a combination of these. The wider scale of the activities required a new structure and in 2001 - on both the Dutch and the Romanian side -  cooperation platforms were formed and agreements signed.

Organization
The Romanian-Dutch Central Team for Interregional Cooperation (coordination and program management), representing main-stakeholders from the platforms of cooperating partners in the Netherlands and Romania, consisted of the following people:
Jan Achtereekte (chairman), Johan Kuiper, Nicoleta Mitut, Nico Beukema, Janna Stegink, Hans Scholten, Lida v.d.Voorde, Violeta Giurgi on the Dutch side and Marina Bogdan, Mihaela Popa, Silvia Tomescu, Octavian Rusu, Cristina Popa, Irina Balea on the Romanian side.

The Platform and Central Team for Interregional Cooperation came to a close on the 1st of January 2008 when the programs and projects within this framework were finished. Since then Foundation NetSib, founded on the 6th of November 2006, remained active as a network organisation on a somewhat smaller level, focussing mainly on young people, art and culture, education and social engagement.
