Neighbourhood Management and Citizen Participation
Important inspirator, initiator and partner on the Romanian side was the NGO Community Partnership Foundation, Sibiu (later Community Foundation Sibiu). Registered as an independant foundation in December 1998, built on 5 years of achievements or DIALOG Program started in 1993 in cities like Miercurea Ciuc, Sibiu and Focsani. CFS's goal was to actively engage citizens, local government and business to improve communication and create livable, healthy communities dedicated to democratic values.
Between 1999 and 2005, county- and local authorities, housing associations, societal organisations, NGOs and citizens in Sibiu and Deventer extensively worked together in the field of neighbourhood development and citizen participation.
Symposia, seminars and workshops with NGOs, municipalities, utility companies, environmental inspection services, owners associations of apartment buildings and residents participation.

A few examples:
- the program "Citizen participation-neighbourhood development" within the framework of the GST (municipal cooperation for the country's addmision process in the European Union), a program of the Union of Dutch Municipalities, made possible by the twinning programme of the EU.
- knowledge exchange, linked to practical applications through (pilot) projects. This way, small-scale initiatives by residents and community organizations to improve the living environment - supported with Dutch funds from the Deventer region - were implemented. Examples include setting up residents organizations in city-, town- and village areas, the groundwork of an investment plan for MATRA Funds, improving appartments, schools, child-services / daycare facilities, waste collection, setting up small village museums, setting up parks and playgrounds for children in deprived areas in cities like Sibiu, Cisnadie or the gipsy village Prislop (near Rasinari).
