Organisations

The Action Committee "Deventer helps Romania" was founded on the 27th of December 1989 and changed on June the 24th 1991 into Foundation Deventer-Romania (FDR). The spontaneous activities of the Action Committee "Deventer helps Romania", in collaboration with the municipality of Deventer and a number of social institutions in Deventer and surroundings, needed more structural forms. It was necessary to define the objectives and the organization in a legal framework. To underline the solidarity with the Romanian people, the will for a structural connection resulted in FDR. On the 7th of August 1995, the Branch Office on the Romanian side was changed into the independent Fundatia Sibiu-Deventer (FSD). FSD and FDR together have a protocol of cooperation.
The first spontaneous actions in Deventer between the 22nd of December 1989 and the 28th of January 1990 are an important introduction to the philosophy, the origin, the way of working and the growth of the activities of the FDR in the years thereafter.

Basic philosophy and principles
The basic philosophy of FDR and FSD in 1991 is that an unprecedented creativity and energy is released when people want to mean something to their fellow human beings. In practice, this meant that the desire to help and enthusiasm of those volunteering at the FDR and FSD and that of professionals working within the institutions involved could fit in with the needs of the Romanian people in the region of Sibiu. This applies both to the direct humanitarian aid and the realization of sustainable and concrete changes at the base of Romanian society. Also, and maybe most importantly, getting to know and mutually understand the two cultures contributed to a better understanding of how to best live together in Europe.

Objective
The original target of the FDR and FSD was stimulating structural contact between individuals, families, institutions, associations, local government and companies in the regions of Deventer and Sibiu. This contributed to the democratic, socialy-cultural and economic developments in this Romanian region. Mutual respect and reciprocity were important starting points. Together with the Romanian people, activities and projects were developed and implemented and networks were set up.

​FDR and FSD had the same basic structures with a Daily- and General Board. The FDR had a flat structure of two levels: the working-and project groups and the Governing Board. The Executive Board is a delegation of the General Board. There was a Committee of Recommendation, chaired by the Mayor of Deventer. There was also a Financial Committee. The FDR and FSD were run entirely by volunteers. The volunteers all came from different backgrounds and possesed various areas of expertise. The activities were split in project groups, supported by working groups. In the years after 2001 the FDR structure was simplified and reduced the number of project- and working groups. The focus was laid on humanitarian aid (contact families) and material support (transport of goods). That was the result of choices that were made by FDR in consultation within the newly created platform Interregional Cooperation between Deventer, Overbetuwe, Sibiu and Marginimea Sibiului.
